The establishment of State Independent Electoral Commissions (SIECs) is provided for in the 1999 Constitution of the Federal Republic of Nigeria, in section 197(1) : "There shall be established for each State of the Federation, the State Independent Electoral Commission whose composition and power are as set out in part 11 of the third schedule to this constitution".
It is therefore in line with this Constitutional Provision that the Lagos State House of Assembly, established the Lagos State Independent Electoral Commission (LASIEC) through Law No. 15 of November 27, 2001.The Commission was consequently inaugurated on 22nd January, 2002 by Asiwaju Bola Ahmed Tinubu, the then Governor of Lagos State. The Commission at inception, operated at the Women Development Centre, Agege and the Lagos State School of Nursing and Mid-wifery, Ikoyi, after which it finally relocated to its present headquarters at 2, Birrel Avenue, Sabo-Yaba, on Monday 15th April, 2002. Composition of the Commission
The Commission consists of the Chairman and six Commissioners. The Chairman is the Chief Executive Officer of the Commission and also the Chief Electoral Officer. The Permanent Secretary is the Accounting Officer. The tenure of the first Commission expired on 21st January, 2007. The second Commission was inaugurated on 18th May, 2007. The tenure of the second Commission ended on 17th May, 2012 while the third was inaugurated on 18th May, 2012 with the re-appointment of the Chairman and four Commissioners for another tenure of five years. APPOINTMENT OF NEW CHAIRMAN AND FOUR ELECTORAL COMMISSIONERS Following the resignation of Hon. Justice Afolabi Abdul-fatai Adeyinka, the erstwhile Chairman of the Commission in May, 2016, the State Governor, Mr. Akinwunmi Ambode, nominated to the State House of Assembly Hon. Justice Ayotunde Adeyoola Philips for screening and clearance as the new Chairman of the Commission. Following this due diligence, she, along with four other Members who had earlier been screened by the House, were sworn- in by the Governor on Wednesday, 29th June, 2016. The four new members who were sworn – in alongside the Chairman are - Mr. Lateef Raji, Chief (Mrs.) Toyin Sekinat Ibrahim- Famakinwa, Dr.Bunmi Omoseyindemi and Mr. Olusegun Fasu Ayedun.
